VFW Representative:  [inaudible] What about the threats of the Muslims and the [inaudible] infiltration in the government?  Is their purpose of taking over the U.S. also the same purpose of the Muslims?

 

 

Duncan Hunter:  Let me talk about first, I think I’ve gone over my border enforcement pretty strongly.  You got have an enforceable border.  In 2005, when we had that count on the number of people we caught coming across, remember we had 155,000 people coming across the border from Mexico who were not citizens of Mexico.  They came from every single country in the world.  So the great thing about border enforcement, it’s indiscriminate.  It says, if you want to come across our border, you have to knock on the front door. 

 

Now let me tell you about the Muslim extremists who are waging war against the United States.  This is going to be a long war.  There is not going to be any surrender of the Battleship Missouri.   You are going to have people who 100 years from now reading the Koran in such a way that they believe it is their obligation to go out and kill Christians and kill Jews incidentally.  Because they will read it in that way and that is what they will feel compelled to do.  So what we are going to have to do is maintain strength for a long war.  Because you are going to have people over and over again become energized in a jihad against the United States.  [inaudible]  It means we are going to be very strong, it means we are going to have to have real good intelligence capability, and that means having someone in the room when a decision to strike us is made.  The best way to stop a plan to hit the United States or our allies or troops is to have someone in the room when they make the decision.  That means human intelligence.  That means an agent or somebody working for one of our case officers who can then go and tell us about it and we stop it before execution takes place.

 

The Clinton Administration decimated the CIA in the 1990s.  They took out of position a ton of case officers.  [Example and pointing to audience members]  If our case officer in the first row here, let’s say you are a taxi cab driver, let’s say you are a reception in a business and you hear a lot of conversations, let’s say that you are a guy on an athletic team and you know some of the guys that are involved with a terrorist operation…When you hear something that happens and I’m the case manager and you all know me, you all have a relationship with me, I’m an American CIA Case Manager.  I get information from you.  When I’m defunded and I go away and my job is closed.  Then 5 years later we go back and say Hunter, go back and start this operation over again. You guys may all be gone.  You may be in different places.  I will take a long time to recruit new people, get them to the point where they trust me and I can get information from them.  That is called human intelligence.  And that is the most important information you can get.  I can tell you some of the best military operations we had historically was because we had information.  We had someone in the room when they made the decision to strike.  So we were able to stop them. 

So you have to have various means of human intelligence.  That is one of the things we are going to have to from here on out.  We are going to have to rebuild it.  And make sure it is very strong.  We are going to have to have the ability to hit deep strike very quickly.  That means if you have a small target someplace deep in the middle east or on the periphery we have to be able to strike it with precision very quickly. 

 

Incidentally, I spoke to my son who is a Marine artillery officer who was in the battle of Fallujah and is now in Afghanistan. Our ability right now to strike these targets is very good.  We are going to have to have those capabilities for long, long distances.  So the answer is we are in a long term war.  And we have to keep talking to our people and make them understand that.  So that they understand that this isn’t going to fit what Americans like best which is for things to be over quickly and neatly.  This is going to be a long difficult war.
