Corzine Calls Budget Plan Cold Turkey Therapy
By: Kevin McArdle of NJ101.5

"Frankly, New Jersey has a government its people cannot afford," said Governor Jon Corzine in his Budget Address to a joint  session of the Legislature yesterday. "This budget declares the time of living beyond our means ... is over." The $33 billion spending plan proposes major budget cuts to key New Jersey programs, including state workers, property tax rebates and aid for towns and hospitals. Corzine said, "This is cold turkey therapy for our troubled spending addiction."

"I can tell you, I'm pained by the stress and anguish brought to our people's lives by the cuts proposed, "said the Governor. He explained, "In practical terms, failing to take on the tough choices will only force New Jersey into a deeper fiscal swamp ... and weigh down our taxpayers with more unbearable financial burdens. For me, that outcome is unacceptable."

One of the elements of Corzine's budget cut was the elimination of the Department of Agriculture.  What you don't know is this was a goal of a program that had to be met that New Jersey signed onto years ago and is only being presented now under the guise of a budget cut.  Years ago, New Jersey signed onto an initiative that was introduced by the World Health Organization called Healthy People.  This initiative offers multiple grant programs and partners with many entities.  In order to renew the grants, goals must be met.  The WHO has relabeled agriculture as a Food Safety initiative.  So eliminating the Department of Agriculture and moving the responsibilities to the Department of Environmental Protection was in no way a show a faith by Corzine; but a show of convenience to meet the required goal of the granting program under Healthy People.

According to the World Health Organization, “environmental health comprises those aspects of human
health, diseases, and injury that are determined or influenced by factors in the environment. This includes
the study of both the direct pathological effects of various chemical, physical, and biological agents, as
well as the effects on health of the broad physical and social environment, which includes housing, urban
development, land-use and transportation, industry and agriculture.”1 - p. 47 of Healthy New Jersey Vol. 1
