Looks like Lockheed is well on it's way to becoming a panopoly. Joseph Borkin, the chief economic advisor of the Anti-trust Division of the Department of Justice, was the first to create that term, panopoly, to
describe international cartels formed and used as an “industrial offensive”. Avoiding an Industrial Offensive is one of the main purposes to the Berry amendment.
