The Nassau County police arrested a man Friday night who, they said, had made repeated, rambling phone calls to Representative Gary L. Ackerman’s office in Bayside, Queens, over the past several weeks.

The police said that after Mr. Guarnaccio made about 40 phone calls from Dec. 23 to Jan. 13, officers went to his home and warned him to stop or be arrested. That night, they said, Mr. Guarnaccio called the congressman’s office seven more times.
